The Contractor shall furnish all labor, equipment, supplies, and supervision of labors necessary to complete the work. This project includes the following items of work in a single contract: façade repairs at the Head House Building, structural concrete repair of the North and West Loading Docks of the Chemical Building, reprofile chemical unloading area pavement at West Loading Dock of the Chemical Building, and replace manhole access with concrete curb and a watertight hatch at three locations in Clearwell 1 and other items as shown on construction plans and specifications. Bidders must request an electronic copy of the bid package and will be added to the plan holders list to receive any addenda. The bid must be accompanied by a bid guaranty that meets all requirements of Section 153.54 of the ORC and the Instructions to Bidders. The contractor will have 180 calendar days to substantially complete the work from the Notice to Commence Work. The contractor and any subcontractor must comply with prevailing wage rate requirements on public improvements in Lorain County and the City of Elyria, as determined by the Ohio Department of Commerce, Division of Industrial Compliance and Labor. All work shall comply with all federal, state, and local laws, rules, and regulations that apply to the work. All bidders must comply with the provisions of Chapter 167 of the Elyria Codified Ordinances as amended. Bidders must be pre-certified or submit an acceptable Affirmative Action Plan with the bid submission. No contract will be awarded unless an acceptable Affirmative Action Plan is reviewed, approved, and incorporated into the contract. Each proposal must be made on the blanks furnished by the City and must contain the full name of the party or parties submitting the proposal and all persons interested therein. The City reserves the right to waive any technicalities or informalities, to reject any or all bids received, and to accept any bid with any combination of alternates deemed most favorable to the City.
