Sealed proposals are being requested for the replacement of the perimeter security fence at the Wastewater Treatment Plant for the Carmel Area Wastewater District. Proposals must be submitted by the specified deadline, after which they will be publicly opened and read. The Carmel Area Wastewater District (Carmel by the Sea, CA) is hereby seeking Bids from qualified fencing contractors to perform site preparation, clearing and grubbing, debris removal, and construction of a new security fence around the CAWD wastewater treatment plant (WWTP). The work is being done to reduce the risk to District staff, equipment, and infrastructure and provide a sufficient security barrier for the WWTP. A. Install best management practices (BMPs) including filter fabric fencing and catch inlet protection. B. Remove and dispose of existing security fence, concrete footings, and all construction debris around WWTP perimeter. C. Clear and grub ten-foot-wide area around fence alignment per specifications, removing excess dirt, importing backfill and compacting as needed. D. Survey the alignment of the new security fence per plans. E. Construct approximately 2,200 linear feet of new eight-foot-tall chain-link security fence, vehicle and pedestrian gates, and frog exclusion fencing, along surveyed alignment per plans and specifications. F. Construct approximately 200 linear feet of new twelve-foot-tall chain-link security fence and frog exclusion fencing along surveyed alignment per plans and specifications. G. Install approximately 1,900 linear feet of vertical HDPE privacy fence slats with a 75% privacy factor in owner-selected color. H. Roughen soil as needed and apply soil stabilization (hydroseeding). The perimeter Eucalyptus trees have already been removed and the trunks have been stump ground. The debris from the Eucalyptus tree removal has been offhauled, but some amount of stump grindings remain. The above-grade portion of the existing perimeter fence has been largely demolished as part of the tree removal work but has not been offhauled. No temporary security fencing is needed during construction of the replacement permanent security fence. It is preferred that all questions be submitted in writing.
