Demolition, site work and paving for a civil project in Roswell, New Mexico. Completed plans call for the demolition of a bridge / tunnel; road / highway; bridge / tunnel; for site work for a bridge / tunnel; for paving for a road / highway; road / highway; and road / highway.

The project consists of repairing Cottonwood Lane from Old Dexter Hwy/SR 256 to approximately 135 linear feet west of the existing BNSF Railroad Track approach, covering a total roadway length of 300 linear feet with a width ranging from 26 to 28 feet. The work includes processing, placing, and compacting the existing roadway prism to achieve the desired width, shaping swales, ditches, embankments, and slopes according to Chaves County road specifications. The typical section features a 26-foot top with processed, placed, and compacted material, and a double-pen chip seal (1/2-inch over 1/2-inch). The roadway transitions to a 28-foot width to provide a 2-foot shy distance to new metal and concrete barriers as required. The project also involves demolition of an existing 60-inch reinforced concrete culvert pipe with timber headwalls and wingwalls, and installation of a new 60-inch pipe with new concrete headwalls (up to 60 linear feet). Up to 926 cubic yards of embankment and earthwork grading is included. New striping and railroad signs are required per the latest MUTCD for the railroad grade crossing. Bids are for a single prime contract on a lump sum and unit price basis, with potential additive alternate bids for 2.5 inches of hot mix asphalt instead of chip seal surfacing. Compliance with all applicable federal laws, regulations, and executive orders is required. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis and may include additive alternate bid items as indicated in the Bid Form. An additive alternate will be included for 2.5-inches of Hot Mix Asphalt as an option in leu of Chip-Seal Surfacing. This project is funded in whole or in part by Federal FEMA Recovery Funds including but not limited to Procurement Requirements under 44 C.F.R. PT. 13 and 2 C.F.R. PT. 215, 2 C.F.R. Section 200.326 and 2 C.F.R. Part 200, appendix II, Executive Order 12549, Section 202 and 204 of Executive Order 11246, so Contractor is obligated to comply with all applicable federal law, regulations, executive orders, and United States Department of the Treasury policies, procedures and directives. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions are due by 5:00pm MST on February 18, 2026. Bidders are encouraged to address all questions to Chaves County Purchasing Director Ana.nieto@chavescounty.gov. prior to question deadline. A Bid must be accompanied by Bid security made payable to Owner in an amount of 5 percent (5%) of Bidder's maximum Bid price (determined by adding the base bid and all alternates) and in the form of a certified check, bank money order, or a Bid bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Conditions. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner will reject the Bid of any Bidder that Owner finds, after reasonable inquiry and evaluation, to not be responsible. If Bidder purports to add terms or conditions to its Bid, takes exception to any provision of the Bidding Documents, or attempts to alter the contents of the Contract Documents for purposes of the Bid, then the Owner will reject the Bid as nonresponsive; provided that Owner also reserves the right to waive all minor irregularities not involving price, time, or changes in the Work. Article 6 of the General Conditions, as may be modified by the Supplementary Conditions, sets forth Owner's requirements as to performance and payment bonds and insurance. When the Successful Bidder delivers the Agreement (executed by Successful Bidder) to Owner, it shall be accompanied by required bonds and insurance documentation. Work located near or within Railroad Right-of-Way The Contractor shall coordinate all activities in compliance with applicable NMDOT standards and Federal Railroad Administration (FRA) safety regulations. All personnel working within the railroad ROW must adhere to railroad safety protocols, and railroad protective services (e.g., flaggers, inspection, insurance) shall be provided as required. No work shall begin within the railroad ROW without proper authorization, including an approved Right-of-Entry (ROE) permit from the affected railroad and coordination with BNSF Railway. The Contractor shall ensure all labor, materials, and scheduling account for potential delays related to railroad coordination and safety compliance. An Allowance amount has been established in the bid form. This allowance is established to provide required permit(s) and coordination with the railroad company. Allowance is subject to under-run for credit back to Chaves County or over-run where the contractor may request and justify additional costs if exceeded.
