It is the intent of these specifications to describe the minimum requirements in sufficient detail to secure bids for Parks Parking Lot Asphalt Resurfacing. All quotations must be signed with the firm's name and by a responsible officer or employee. State brand or make on each item: if quoting on other than make, model or brand specified, the manufacturer's name and catalog number must be given, or descriptive cut and complete technical data covering the item attached to the quotation. A 5% Bid Bond is required. A Performance Bond will be required for any contract award. Each bid shall be complete. Incomplete or unresponsive bids may be rejected. The City reserves the right to reject any or all bids or accept any presented which meet or exceed these specifications, and/or which would be in the best interest of the City and will not necessarily be bound to accept the lowest bid. The objective of this project is to improve the safety, functionality, and aesthetics of the parking areas. The selected contractor will be responsible for all aspects of the resurfacing project, including but not limited to, surface preparation, asphalt application, and final finishing. Detailed Specifications The contractor shall adhere to the following specifications and standards for the asphalt resurfacing project: A. Surface Preparation 1. Remove all existing debris, vegetation, and loose materials from the parking lot surface. 2. Clean the surface thoroughly to ensure proper adhesion of the new asphalt layer. 3. Repair any potholes, cracks, or other surface imperfections using appropriate patching materials. 4. Apply a tack coat of asphalt emulsion to the existing surface to promote bonding with the new asphalt layer. B. Asphalt Application 1. Use hot mix asphalt (HMA) that meets the requirements of the Tennessee Department of Transportation (TDOT) Standard Specifications for Road and Bridge Construction. 2. Apply a minimum of 3 inches of compacted HMA to the prepared surface. 3. Ensure that the asphalt is evenly distributed and compacted using a vibratory roller to achieve a smooth, level surface. 4. Maintain a consistent asphalt mix temperature during application to ensure proper compaction and bonding. C. Final Finishing 1. Ensure that all edges of the resurfaced area are properly sealed to prevent water infiltration. 2. Apply pavement markings and striping in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) standards. 3. Install any necessary signage, wheel stops, or other parking lot accessories as specified by the City of White House. A pre-bid meeting is not being held for this procurement.
