Question Deadline 03/04/2026 at 5:00 PM PT Complete information for products proposed as equals must be submitted to the Public Works Office. Bidders shall submit all inquiries regarding this bid via the County e-Procurement Portal The project is located on Solano Avenue in Napa County, from Locust Avenue (City of Napa limit) to Vineyard View Drive (Town of Yountville limit) (3.2 miles). The work in general consists of, but is not limited to, supplying all labor and materials to perform a full depth reclamation along the roadway and grinding and asphalt overlays for adjoining localized connecting roads. The work is subject to the requirements of the Measure U funding. Additive Alternates are described separately. Refer to the Plans and Specifications for more details. Bids are required for the entire work, called for by the Plans and Specifications, and neither partial nor contingent bids will be considered. Bid prices must include all applicable federal, state, and local taxes. Bidders must set forth pricing for each item of work in the bid table on the OpenGov project portal. Quantities provided are approximate and may be increased or decreased as required. The total amount bid does not constitute an agreement to pay a lump sum unless specifically stated. Bids must be submitted electronically via the County e-Procurement Portal. Revisions to bid proposals are allowed up until the bid submission deadline. Bid proposals will only be accepted through the OpenGov project portal. The contractor shall possess a Class A license at the time of contract award. All contractors and subcontractors must be registered with the State of California Department of Industrial Relations at the time of bid opening. A bid guarantee in the amount of 10% of the total bid must accompany the bid. The successful bidder must furnish a Performance Bond and a Labor and Material Bond, each equal to 100% of the contract price, with sufficient surety. Bidders are responsible for monitoring and incorporating any issued addendums. Products proposed as equals must be submitted for review by the specified date. The successful Bidder is required to pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.
