Rio Grande City Grulla Independent School District uses an online bidding system for posting and receiving electronic proposals. Vendors are required to register on the district's E-bidding website, with no vendor fee to use the service. Proposals will remain sealed until the due date and time, and contents will remain confidential during the negotiations period. The district reserves the right to refuse and reject any or all proposals, to waive any or all formalities or technicalities, or to accept the proposal considered the best and most advantageous to the school district. Bids must be provided in accordance with the specifications established within the solicitation. Bids may be withdrawn at any time prior to the official opening. Alterations before the opening time can be made online by resubmitting the bid, guaranteeing authenticity. After the official opening, bids may not be amended, altered, or withdrawn without the recommendation of the Director for Purchasing and the approval of the Board of Trustees. The district is exempt from federal excise and state sales tax, so tax must not be included in the bid. If the bid is accepted, the undersigned agrees to furnish any and all items upon which prices are offered, at the prices and terms contained in the specifications. The acceptance period will be based on a one-year term following school board approval.
