This project provides for the Commission to issue Work Authorizations to the Contractor to perform erection of signs as the need arises. The contract time period will extend from the date of Notice to Proceed to November 19, 2027. Work items include, but are not limited to: installation of new Type A, B, C, D, E, F, M, and structure mounted signs, installation of new Type A sign panels on existing posts using new mounting hardware, installation of new flat sheet signs with stiffeners on existing posts using new mounting hardware, installation of flat sheet aluminum sign overlay on existing signs, installation of solar powered 24-hour flashing beacon system, installation of 36-Inch Delineators, and installation of new Type E sign panels on existing posts using new mounting hardware. Major work items may include the following items: Post Mounted Signs, Type A Steel S or W Beam Posts Breakaway System Post Mounted Signs, Type B Post Mounted Signs, Type C Post Mounted Signs, Type D Post Mounted Signs, Type E Post Mounted Signs, Type F Post Mounted Signs, Type M Extruded Type A Signs Flat Sheet Signs with Stiffeners Flat Sheet Aluminum Sign Overlay 24-Hour Solar Powered Flashing Beacon System 36-Inch Delineators Extruded Type E Sign Panels Flat Sheet Signs Structure Mounted Signs Question Deadline 03/24/2026 at 12:00 PM ET Any questions for this project must be submitted electronically in online by noon on the Wednesday Erection of signs may include other types of sign work, including but not limited to the installation of various dynamic warning systems which may include materials associated with acquiring electrical power, that are not associated with the items of work being bid. It is understood that the total maximum cost for this contract, to the Commission, may not exceed the amount of Six Hundred Thousand Dollars ($600,000.00). The proposal and plans are published electronically in EBS and are available to registered business partners for downloading and printing. An electronic bid bond, from an approved vendor, with corporate surety, in the amount of One Thousand Dollars ($1,000.00) must be submitted with the proposal as bid security. The bid security of the three (3) low bidders will be retained until the execution of the contract. (The normal time for execution of the contract is approximately four [4] weeks.) A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. The opening and listing of bids not meeting all the terms and conditions of the bid advertisement or bid procedures does not act as a waiver or modification of any requirements contained in the bid advertisement or bid procedure. The Provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of Labor and Industry applicable thereto, shall apply to this contract.
