Renovation of a transportation facility in Boston, Massachusetts. Completed plans call for the renovation of a transportation facility.
The installation and completion, in every aspect, of security improvements at the MBTA Downtown Crossing, Park Street, and Broadway Stations. The work shall include the installation of IP-based video cameras, security equipment cabinets, and associated raceways and cabling. Bidders will be required to comply with all applicable Equal Employment Opportunity Laws and Regulations, DBE Laws and Regulations, Buy America (U.S. Content) and other regulations as required. Bidders will be required to certify that they are not on the Comptroller General's List of Ineligible Contractors. Bids are submitted on the form(s) provided and/or stipulated in the Request for Proposal (RFP#19-26). The Authority reserves the right to reject any or all Bids, or any part thereof. The method of Contractor Selection has not been Determined at this time. "Requests for proposals for design services is underway." Plan No. 1771 13-177141 CONTRACT NO. 25-479 Deadline for submission of Proposer questions on COMMBUYS 2/24/2026 2:00 p.m All questions and clarification requests shall be made by Bidder through the "Bid Q&A" tab in COMMBUYS A. Downtown Crossing Station 1. Summer Street at Washington Street, Boston, Massachusetts B. Park Street Station 1. Tremont Street at Park Street, Boston, Massachusetts C. Broadway Station 1. Dorchester Avenue at Broadway, South Boston, Massachusetts A. Furnish and install new video surveillance equipment, conduit, and cabling at locations as shown on the Contract Drawings and as described herein to provide a complete system. B. Furnish and install new Security Equipment Switch (SES) enclosures at locations as shown on the Contract Drawings and as described herein. C. Furnish and install all power feeds from appropriate power sources without impacting other systems at the stations. Include, at a minimum, all cable, conduit, circuit breakers, fuses, panels, switches, and ancillary equipment. The Contractor shall be responsible for upgrading existing systems and equipment if necessary to meet code. The Contractor shall also update circuit breaker panel legends. D. The Contractor shall ensure that no equipment or raceways infringe upon the train envelope or block train operator's view of the right-of-way, equipment or platforms. E. Install Fixed Power over Ethernet (PoE) IP video cameras as indicated on the Contract Drawings. At locations indicated on the Contract Drawings, new cameras shall be supported by Low Smoke Zero Halogen (LSZH) rated shielded Category 6 (CAT6) cabling between the camera and security network switch. Provide shielded CAT6 patch panels and connectors. At locations indicated on the Contract Drawings, existing cameras shall be replaced. Existing CAT6 cabling and camera mounting hardware shall be reused to the greatest extent possible. F. All cameras shall be recorded on the Authority's existing network video recorder (NVR) system. Coordinate adding cameras to the NVR system with the MBTA. G. All cameras shall be titled in the software with a unique name and short description of location/viewed area. Titles to be as approved by MBTA. H. All cameras shall be configured in Genetec. The Contractor shall modify, or create if required, the Genetec maps for these locations. The Contractor will be provided with AutoCAD files of all areas for map creation. The Contractor shall provide all necessary licensing. I. The procurement and installation of any, and all, systems and equipment shall include, but not be limited to: all necessary ancillary equipment such as mounting system hardware, brackets, shelves, drawers, cables, connectors, jumpers, conduits, racks, enclosures, junction boxes, splice enclosures, strain relief, tags, labeling, armored cable, mechanical and electrical shielding, etc., that are necessary to constitute a complete and functional system. J. The exact orientation and mounting location for all equipment and systems shall be determined by the Contractor, and submitted to the MBTA for review and approval. K. Furnish and install all conduit, junction boxes, back boxes, power connections, and grounding as required to support the work. L. Contractor to provide all coring, cutting, and patching required for site work. Refer to relevant Specification Sections for details. M. The Contractor shall provide all resources necessary to interface and optimize the newly installed system specified herein, as well as the existing MBTA systems they interface with. The Contractor is also responsible for testing, certifying, and placing into service the system as a whole, including the existing systems that the Contractor modified or interfaced. N. All work shall be done according to the applicable Federal, State and local codes as well as all applicable industry standards. Where there is any conflict between codes, specifications, plans, etc., it is the Contractor's responsibility to bring it to the MBTA's attention for clarification and direction. Upon bringing it to the MBTA's attention, the Contractor shall also provide a proposed solution. O. In accordance with these specifications, the Contractor shall submit for review and approval detailed installation plans for all systems, equipment and cable to be installed as part of this Contract. For this function, the Contractor may markup existing MBTA drawings, or if none exist create new drawings for this purpose. In either case the Contractor is responsible for indicating on these plans all other MBTA systems, equipment, civil constraints, etc., within proximity to the proposed installation. P. The Contractor shall conduct complete acceptance tests and certify all systems, equipment, fiber optic and copper wiring, cable, splices and terminations are installed and complete for use as part of the security system. This includes both product and subsystem testing up to full, comprehensive, total system testing. The Contractor shall develop all test plans, procedures, prefilled test data sheets, etc., for use during system testing and certification. Submit all documentation to the MBTA for review and approval prior to scheduling of acceptance testing. The Contractor shall also perform system pretests, within their capabilities, prior to MBTA acceptance testing. The Contractor shall submit summary documentation of pretest results and confirmation that they are prepared for the acceptance testing, or the documentation shall list the problems that they must correct and a course of action. A pretest report template shall be submitted and approved prior to any pretesting occurring. If the Contractor is found to have falsified testing documentation and/or the system exhibits failures beyond a reasonable margin, then the MBTA reserves the right to charge the Contractor for any and all costs of MBTA support staff and witnesses present during the testing. Falsification of test documentation shall also be reason for dismissal of future bids on MBTA projects. The Contractor shall pretest all systems to ensure that all controls, alarms, views, and actions are properly displayed and functioning through the Genetec system without false positives or false negatives. Q. The Contractor shall coordinate with, and through, the MBTA Project Office for all work on this project. At no time shall the Contractor enter MBTA facilities, or utilize the services of MBTA staff, without prior notification and coordination.
