Metrolinx invites qualified firms to provide Submissions for the provision of Track Protection Services (Services) for various projects undertaken by Metrolinx on Metrolinx-owned rail corridors and yard locations. Such projects may include, but not necessarily be limited to: station platform activities, track and signal construction, snow removal, grade separations, electrification of lines, bridge widening and construction. The Services generally consist of applying track protection in accordance with CROR and Metrolinx GEI; track protection consulting, planning, and field support; and procuring, purchasing, installing, and operating Automatic Track Warning System and other track protection technologies. Proponents must have valid COR™ certification with the Infrastructure Health and Safety Association (IHSA) or Out-of-Province COR™ Reciprocity (for bidding purposes only) through IHSA; or if ISO 45001 certified, provide appropriate proof of current certification; a current WSIB Workplace Injury Summary Report (WISR), or equivalent documentation, showing LTIFR data; 15 years of experience in projects within rail environments involving track protection services in an active railway right-of-way; 15 years of experience in an active Class 1 rail corridor environment; experience working on projects with sensitive adjoining properties and communities, with a demonstrated ability to address concerns; and experience working with other rail authorities. ELECTRONIC BID SUBMISSIONS must be sent to Metrolinx through MERX EBS in accordance with the Instructions to Proponents. Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
