The work generally consists of construction of approximately 660 feet of a road section consisting of 25-foot wide 7" thick PCC pavement, with the existing curb and gutter to remain. The project also includes reconstruction of an intersection, including new sidewalk ramps at two intersections. Bid security is required to accompany each bid, in the form of a cashier's check, certified check, bank money order, certified share draft, or bid bond, as specified. The successful bidder must provide a corporate surety bond for the faithful performance of the contract in an amount equal to 100% of the contract amount. The bid must contain no condition except as provided in the specifications. Electronic project documents are available through the specified website, or by deposit to the designated engineering firm, with a refund available if documents are returned in good condition in the specified time frame. Preference will be given to domestic construction materials, products, and Iowa domestic labor, as required by Iowa statutes. Building materials, supplies, and equipment incorporated into the improvement are exempt from applicable Iowa sales taxes. The contractor must coordinate and maintain records for all tax-exempt purchases. Monthly payments of 97% of the value of completed work will be made, with final payment no earlier than 30 days after final acceptance and submission of lien waivers. Liquidated damages are set at $900 per consecutive working day for delays past the completion date, subject to allowable extensions. Performance, payment, and maintenance bonds are required at 100% of the contract price. Award will be made to the lowest responsible and acceptable bidder, with the city reserving all standard rights regarding bids. Only one contract will be awarded. The work must be completed within 60 calendar days of the written Notice to Proceed. The Notice to Proceed is expected to be issued on or about June 1, 2026. The contractor may begin earlier, but the first payment will not be made before July 1, 2026, to align with the city's fiscal year budget.
