The scope of work generally includes the complete interior renovation of restrooms at Tamaques Elementary, Wilson Elementary, and Westfield High Schools and all other associated work as specified and shown on the drawings. Instructions to bidders: All bidders must use and complete all required bid forms and must comply with every requirement contained in the instructions and specifications. Bids are to be marked in a sealed envelope and delivered to Patricia Ramos, Business Administrator, with the name of the project, “Westfield Public School District: Restroom Renovations at Tamaques ES, Wilson ES, and Westfield HS”, plainly marked on the front of the envelope. No bids will be received by facsimile or electronic transmission. Every bid must be accompanied by a certified check or a bid bond in the amount of ten percent (10%) of the bid, but not in excess of $20,000.00. Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., “The Law Against Discrimination” and Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1.1. et seq. All bidders and named subcontractors (including joint ventures) must possess current and effective Public Works Contractor Registration Certificates (PWCR) as of the bid opening date. A bidder who does not possess a valid PWCR as of the bid opening date, or who names any subcontractor in its bid who does not possess a valid PWCR as of the bid opening date, will be deemed ineligible for contract award. Bidders are not required to submit copies of all applicable PWCR certificates with their bids, but if not included, they must be provided prior to award and within five business days of request. Bidders and named subcontractors must also have a valid Business Registration Certificate (BRC) prior to award of a contract. Submission of BRC with the bid is encouraged but not required. The bidder shall be classified by the New Jersey Department of the Treasury, Division of Property Management and Construction in at least one of the following trades: C008 – GENERAL CONSTRUCTION or C009 – GENERAL CONSTRUCTION. Subcontractors for each of the major branches of work specified must be prequalified prior to the submission of bids. No bidder on the State Treasurer’s, the SDA’s or the Federal Government’s List of Debarred, Suspended or Disqualified Bidders is eligible. All bidders must comply with the requirements of Prevailing Wage Rate Determination and "Public School Contracts Law." Bids will be considered in accordance with applicable statutes.
