The work includes furnishing labor, tools, equipment, temporary support structures, and materials for the replacement of two submarine power cables and two submarine control cables between Pier E and Pier F of the Tacony-Palmyra Bridge. Additionally, a submarine fiber optic cable is to be installed between the same piers. The submarine cables must be armored for underwater installation in a trench at a depth of five feet below the bottom of the navigable channel, and are terminated in boxes located six feet above the 100-year flood level, with continuation up each pier in PVC coated rigid galvanized steel conduit to the regulator and control rooms in each tower. Trenching of the Delaware River Navigable Channel must comply with the requirements of the United States Army Corps of Engineers and the New Jersey Department of Environmental Protection and permit requirements. The work includes constructing all described infrastructure and any necessary, customary, or implied work to fulfill the contract's intent. The contractor must provide for Maintenance & Protection of Traffic as required and coordinate all temporary bridge and lane closures with the Engineer for approval by the Commission. Bids must be submitted on standard forms, in sealed envelopes bearing the bidder’s name and address and solicitation ID; must include a certified check, cashier's check, or bid bond for 10% of the bid (not to exceed $20,000); and must comply with specified New Jersey laws and certification requirements. Bidders must complete a Responsible Contractor Certification form and a Bid Questionnaire summarizing relevant experience over the past five years. Only qualified contractors (determined by evaluation of the Bid Questionnaire) or qualified subcontractors under NJDOT Classifications 4 or 41 may perform the work. Bidders are required to inspect the project site prior to submitting a bid and submit an affidavit confirming site inspection.
