The City of Smyrna is requesting proposals for a consultant to thoroughly explore the most feasible bridge location to connect regional greenway trail systems across the Chattahoochee River in Atlanta and Smyrna, GA. The consultant will provide project administration, public engagement, site investigation & due diligence, and DOT concept development. This project is funded by the U.S. Department of Housing and Urban Development Economic Development Initiative Community Project. Proposals must be received electronically before the specified deadline via the BidNet Direct electronic solicitation system. The City of Smyrna uses BidNet Direct for its e-procurement process, and the proposal documents are available through this platform. All questions or requests for additional information must reference the specified RFP number and be submitted in writing to the designated contact before the deadline. After the issuance of the RFP, no contact will be permitted between bidders and any other City staff members or elected officials, except through the Purchasing Manager. Professional service firms, contractors, and subcontractors must be familiar with and comply with all Federal, State, and local requirements, including conditions of employment, job classifications, minimum wage rates, Title VI of the Civil Rights Act of 1964, 24 CFR 570.602, and Executive Order 11246 regarding Equal Employment Opportunity and Affirmative Action. The project is also subject to the National Environmental Policy Act (NEPA), HUD's NEPA-implementing regulations, and appropriate federal environmental and historic preservation laws, regulations, and Executive Orders. Minority and female firms are encouraged to participate in this federally funded project. The City of Smyrna reserves the right to accept or reject any or all bids and award in the best interest of the City.
