Architectural and engineering services shall be provided to develop complete contract drawings, specifications, technical reports, and cost estimates for Project 642-26-117 to replace Substation A9 at the Corporal Michael J. Crescenz VA Medical Center. Work includes all investigative surveys and verification of as-built conditions; development of construction documents for removing the existing substation and associated outgoing feeders, busducts, and cables; and installation and commissioning of a new substation and distribution equipment. The effort includes correcting Facility Condition Assessment deficiencies by replacing electrical panels and associated feeders in kind, providing new distribution panel boards, branch panels, and feeders designed in accordance with the VA Electrical Design Manual and Standards and NFPA 70, 99, and 110. Required analyses include short circuit, load flow, voltage drop, overcurrent coordination, and arc flash hazard analysis. Updated single-line distribution drawings for normal and emergency power shall be produced. Mechanical, plumbing, structural, and life safety design elements necessary to support the electrical work shall be incorporated. Work is to be phased to minimize or eliminate service outages and must include an Infection Control Risk Assessment. Commissioning of the new electrical panels and equipment is required. The A/E shall collaborate with Medical Center staff and attend programming meetings to confirm design requirements and layout, verify existing conditions, and provide contract time and construction cost estimates. **Location:** Corporal Michael J.
