The work consists generally of interior cleaning of City of Fairfield above ground steel reservoirs, treatment plant facilities, and high lift pump station sump. This includes removing and disposing of debris, sediment, or sludge; performing interior inspection and documentation of all surfaces (roof, walls, floor, hatches, man ways, etc.) and appurtenances (piping, support columns, ladder, cathodic protection, monitoring equipment, etc.); providing written repair recommendations for distressed areas (if any); minor spot repairs; de-chlorination and filtration of cleaning discharge; installation of flow meter on discharge; de-chlorination sampling; maintaining reservoir quality (disinfection) at all times; and other items of work called for in the plans, specified in the Special Provisions, and as directed by the City Engineer. The reservoirs identified for this project are Cement Hill, Nelson Hill, and Waterman Reservoir, as well as the high lift pump station sump at Waterman Treatment Plant. All structures will be at or near full capacity while the contract work is being performed. Each bid must comply with contract documents. A bid guarantee of 10% of the bid price must be submitted, and the successful bidder shall furnish a payment bond and a performance bond, both at 100% of the total bid price. Proof of compliance with insurance requirements is required. The contractor must perform work valued at no less than 50% (excluding any “Specialty Items”); 65% of waste generated must be recycled in compliance with municipal code. Only contractors and subcontractors registered with the State of California Department of Industrial Relations may perform public works on the project. Bids are to be received at the specified location and time as per instructions.
