Site work and paving for a mixed-use development in Dover, New Hampshire. Completed plans call for site work for a sidewalk / parking lot; road / highway; and water / sewer project.
The work consists of the construction of new storm drainage pipe and structures, sanitary sewer reconstruction and rehabilitation, roadway, sidewalk, and curbing improvements, and new underground stormwater management systems and outfall. Instructions to bidders include: - Sealed bids will be received by the Owner at the specified address until the designated time, after which they will be publicly opened and read aloud. - Completion time for the project is 1002 calendar days for substantial completion and 1080 calendar days for final completion, calculated from the date specified in the Notice to Proceed. Liquidated damages will apply for delays. - Each general bid must be accompanied by a bid security equal to 5% of the total bid price. - The successful bidder must furnish 100% performance and payment bonds and execute the contract agreement within 10 days of bid acceptance. - Contracts are expected to be funded in part by a loan from the NH Clean Water State Revolving Fund. - Compliance with the President's Executive Order No. 11246 (Equal Employment Opportunity), utilization of Minority and Women's Business Enterprises (MBEs and WBEs), Davis-Bacon wage provisions, and American Iron and Steel requirements are mandatory. - No bidder may withdraw a bid within 60 days after the bid opening. - A mandatory pre-bid conference will be held, and only bidders who attend are eligible to submit a proposal. Each bidder must sign in using the name of the organization that will be submitting a bid. A list of qualified bidders will be issued in an addendum. - Bidders may obtain and examine documents electronically and must use complete sets of the bidding documents for preparing bids. Questions about the bidding documents must be submitted at least seven days prior to the bid opening. Bidders shall submit all questions about the meaning or intent of the Bidding Documents to Kathy Cragin, Purchasing Agent, at k.cragin@dover.nh.gov at least seven days prior to the bid opening. Interpretations or clarifications considered necessary by the Owner in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only responses set forth in Addendum will be binding
