The County is seeking proposals to provide and install all necessary equipment to modernize all seven elevators at the Visalia Courthouse, located at 221 S. Mooney Blvd., Visalia, CA. The project includes, but is not limited to, replacing or upgrading the cars, controls, machine room equipment, fixtures, emergency communications, and hoist, pit, and door equipment. The selected Elevator Contractor will be responsible for supplying and installing all required equipment, performing the complete installation of the elevator upgrades, obtaining all necessary permits, and incorporating any existing components that can be reused to provide fully functional and operable elevators. Submittals shall be in accordance with the RFQ packet which may be obtained from Tulare County General Services Agency (GSA), Capital Projects Division via email. Firms submitting for the Project shall submit their packages under seal and marked "Firm Name, Visalia Courthouse Elevators." Firms must provide five (5) copies of their package via separate USB thumb drives. Elevator Contractors should have experience modernizing, repairing, and constructing elevators. The pre-qualification package requires answers to questions contained in the selection criteria. Tulare County will use these documents as the basis for rating Elevator Contractors in respect to their qualifications to upgrade and modernize the elevators. Tulare County reserves the right to check other sources available to verify the information provided if needed. Tulare County will base its decision on objective evaluation criteria using the scoring methods described in the RFQ packet. The County may require interviews with the top three scoring firms to aid in the selection of the most qualified firm. However, the RFQ will only be provided electronically via email The project involves the complete modernization of elevator systems at the Visalia Courthouse, including the replacement of existing controls with new non-proprietary solid-state controllers. Updated wiring diagrams and owner manuals will be provided for each elevator. All existing DC voltage machinery and equipment will be upgraded to modern standards. To meet current code requirements, special signage will be installed. Additionally, each elevator will be equipped with a new rope gripper and seismic sensor device. Upgrades will also include new car fixtures, hall fixtures, emergency lighting, and an ADA-compliant phone integrated into the new car control panel. All modifications and installations shall be performed in full compliance with the ANSI A17.1 Safety Code for Elevators and Escalators.
