Sealed bids are solicited for water system improvements under the CDBG Project Activity, Water System Improvements, CDBG Project Number 19534 CDBG 23. Bidders must obtain bid documents from the consulting engineers' office or download them after registering as plan holders. Not less than the federally determined prevailing wage rate must be paid. Each bid must include a cashier's or certified check or a proposal bond for not less than 5 percent of the bid as guaranty. The Owner reserves the right to reject any and all bids, waive irregularities, and make awards in the Owner's best interest. The award will be made to the lowest responsive and responsible bidder. No bid may be withdrawn within 60 days after opening. Contractors or subcontractors debarred or suspended from federal assistance programs may not participate. The successful bidder will be required to furnish performance, payment/statutory, and maintenance bonds, each in the amount of the contract. Bidders are expected to inspect the site and inform themselves of local conditions. Bids must comply with federal labor standards, Section 3 requirements, non-segregated facilities certification, EEO provisions, and encourage participation from minority and women-owned businesses. Contractors and subcontractors must be registered and active in SAM.gov with no exclusions. The project is also subject to Build America, Buy America requirements, and all iron, steel, manufactured products, and construction materials must be produced in the United States.
