The contractor shall provide a schedule of work to the City identifying when work will be completed in each area. The schedule shall be provided no later than two weeks prior to work commencing. Concrete curb and gutter replacement will be performed by others. The Woodland Park and Herons Ridge Subdivisions will not be available for mill and overlay until May 29, 2026. Temporary traffic control measures shall be used during all phases of construction. All attempts shall be made to keep at least one lane of the roadway open. In the event of a road closure, the Owner shall be notified within 48 hours of the impending work. A traffic control plan for each location shall be submitted to the City Engineer for approval prior to construction. The contractor is responsible for all utility locates in the area of work and for those that may be affected by the construction. Coordination with the utility company may be required. All construction material shall be removed and properly disposed of in accordance with State and local regulations within the time limits of the project. Removal and hauling away of all construction debris including unsuitable soils shall be the responsibility of the Contractor. All roadway pavement markings shall meet the current Manual on Uniform Traffic Control Devices (MUTCD) and Tennessee Department of Transportation (TDOT) Specification for pavement markings. All new pavement markings shall be 60 mil thermoplastic for striping and 90 mil thermoplastic for stop bars. Material/Density testing will be performed by the Owner. Mill and Overlay: Woodland Park Subdivision, Herons Ridge Subdivision and Stewart Road Locations of street repairs will be marked by the City of Lakeland prior to milling. Street repairs shall be completed prior to milling. In areas marked for repair, the existing asphalt pavement shall be removed within the marked area. Edges shall be trimmed to a straight vertical line and tacked. All loose or disturbed pavement and base material shall be removed and disposed of. Where soft soils are encountered, the area shall be over excavated a maximum of three (3) feet and backfilled with sand. If the soils are still unsatisfactory, a nonwoven geotextile shall be installed at the bottom of the excavation prior to backfilling. Asphalt repair shall be two inches (2") Mix No.1 TDOT 411.E surface course hot mix asphalt placed on eight inches (8") of a granular base (LA610). Street repairs shall have a total of three inches (3") of asphalt. Asphalt shall be installed according to City of Lakeland and TDOT Specifications. All designated streets shall be milled and a two-inch (2") overlay placed. The milled surface shall be paved within 72 hours. A proof roll shall be conducted on the milled surface to identify any remaining repair locations. The proof roll shall be scheduled within 24 hours of the completion of milling. Asphalt overlay shall be Mix No.1 TDOT 411.E surface course hot mix asphalt. A tack coat shall be applied to the milled surface prior to placement of the asphalt.
