Reference Number 0000412742 Bid Intent Not Available Calhoun County is soliciting sealed proposals from qualified design-build firms to provide comprehensive design and construction services for a new drive-through recycling center intended to serve the public through a convenient, efficient drop-off model for recyclable materials. A site plan has been developed for the project, and there are two scopes of services to accommodate a final grant application, which will determine the size of the facility. The following Scope of Work (SOW) items represent items not currently engineered and are not included in the attached plans but must be incorporated into all proposals. Outside of these specified elements, contractors are expected to propose their own design solutions, materials, systems, and products. All proposed solutions shall be submitted to Calhoun County for review and approval prior to final design and construction. The facility will be a steel structure with prefinished metal roofing and siding, with the interior divided into two areas: one for storage of recycled materials and a second for drive-through patron operations. The project will also include a covered loading dock on the north side, as well as a heated staff area on the south side that includes a bathroom, mechanical area, office, staff room, and optional service booth. The facility shall incorporate sustainability features such as stormwater management, use of recycled materials, and energy-efficient systems, and it shall comply with all applicable codes, permitting requirements, and accessibility standards. This project will be delivered under a single design-build contract to provide an efficient, cost-effective, and innovative solution that supports community recycling needs. The selected design-build firm shall not alter the County-provided site plan except as necessary for permitting and final design detailing. Any proposed changes to the site plan must be submitted in writing to the County and approved by the County prior to implementation. The firm's responsibilities include final design development, construction drawings, permitting, construction management, and project handover. The facility shall be bid as two separate size options consisting of approximately 5,910 square feet and approximately 10,110 square feet. Proposers shall submit separate pricing, layouts, and scope assumptions for each option, and both facility sizes shall fully meet the functional, operational, and technical requirements outlined in this RFP. The County reserves the right to evaluate, select, or negotiate either facility size based on budget availability, operational needs, and overall best value.
