Sealed proposals will be received for a pond restoration project located on property owned by the Bradford Woods Home Owners Association Board. The project work generally includes the installation of a new primary outlet structure, outfall piping, and endwall; restoration of the existing emergency spillway and spillway channel, including the installation of articulated concrete block channel liner; and vegetation clearing and silt removal. Bids must be delivered in a sealed envelope clearly marked with the name and address of the bidder, the time and date of the bid opening, and the words 'BRADFORD WOODS POND RESTORATION PROJECT.' Bids that are mailed or delivered by a commercial service must be placed in a sealed, properly marked envelope within a sealed, properly marked delivery envelope. All bidders must submit a non-collusion affidavit with their bid, or the bid will be considered void. Performance and Labor and Material Payment Bonds, Public Liability and Property Damage Certificates of Insurance in specified amounts, and Certificates of Workman's Compensation must be filed with the executed Agreement. Pennsylvania Prevailing Wages must be paid on this contract. Proposals must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Bradford Woods, in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee. The Owner reserves the right to award the contract or any portion included in the project area within ninety days from the date bids were opened and reserves the right to reject any and/or all bids submitted or any part thereof or item therein, and to waive any defects, errors, omissions, irregularities, or informalities in bids received.
