Site work for a water / sewer project in Hoffman Est, Illinois. Completed plans call for site work for a water / sewer project.

The scope of work consists of approximately 261 full lead service line replacements from water main to interior water meter, and all other appurtenant work and materials necessary to complete the project throughout the City of Elgin as set forth in the bid documents. The successful bidder shall be required to furnish a satisfactory contract bond to the City of Elgin by a surety company authorized to do business in the State of Illinois covering the full amount of the contract. The successful bidder and all sub-contractors shall be required to conform to the labor standards set forth in the Contract Documents and pay prevailing wage, providing certified payrolls to the City for the duration of the project. Compliance with the Elgin Responsible Bidders Ordinance and the Illinois Works Jobs Program Act (Apprenticeship Initiative) [30 ILCS 559/20/20-1] is mandatory. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5), the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal “Build America, Buy America Act” requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. All bidders are required to advertise subcontracting opportunities no less than 16 days prior to the bid opening in accordance with IEPA and City requirements. Bidders are also required to comply with the President’s Executive Order No. 11246, as amended. If requested by the City, the bidder must submit a list of qualified references for projects of similar size and scope.
