The work consists of a single contract for the installation of 8-inch sewer pipe, new sanitary sewer manholes (precast concrete structures), work zone traffic control, and restoration on Pleasant Avenue in the Village of Lancaster. Separate, sealed bids are required for furnishing all labor, plant, tools, equipment, and specified materials for the project. Bidders must review all components of the Contract Documents, including specification sections and drawings. Only official plan holders are eligible to bid. Bids must be submitted intact on bidding forms, in sealed envelopes clearly marked "Bid Enclosed - Village of Lancaster - Pleasant Avenue Sanitary Sewer Lateral Rehabilitation." A statement of qualifications and resources must be submitted with each bid. Bidders must be qualified to do business in New York State or covenant to obtain such qualification prior to award. Bid deposits, certified payroll records, and NYS Department of Labor registration certificates are required. Payment and Performance Bonds, each for 100% of the contract award amount, will be required of the successful bidder. Each proposal must be accompanied by a bid deposit equal to 5% of the total bid amount. The project is exempt from sales tax, which should not be included in the bid. No bidder may withdraw their bid within sixty days after the opening date. The Village reserves the right to waive informalities, reject any or all bids, and consider bidder reputation and experience in making a selection. The successful bidder must be an Equal Opportunity Employer. There are no MBE or WBE goals for the project.
