The Board of Commissioners for Charles County are hereby requesting sealed bids from qualified contractors to furnish all labor, supervision, material, tools, and equipment necessary to perform grounds maintenance services for County-owned buildings, parks, and lot sites throughout Charles County. The County may elect to contract with more than one Contractor. The current sites to be serviced are comprised of the following: A. Area I County Buildings & Parks Waldorf/East - 11 sites B. Area II County Buildings & Parks La Plata - 11 sites C. Area III County Building & Parks West/Indian Head, Port Tobacco - 11 sites A five percent (5%) Bid Bond from a surety licensed to do business in the State of Maryland and satisfactory to the County shall accompany the bid or the bid will not be considered. A Performance Bond in the amount of one-hundred percent (100%) of the contract price (estimated at the total price for annual maintenance for each Area for one year of service) will be required for this project and contract, from sureties licensed to do business in the State of Maryland and satisfactory to the County and shall be submitted to the County at the time of contract execution by the Bidder within the timeframes required herein. Premiums for the bond described above shall be paid by the Contractor. Bond shall contain a provision that it shall not be cancelled, non-renewed or materially altered without at least ninety (90) days written prior notice to the County. Bid securities shall be returned promptly after the County and the selected Bidder have executed the contract, or, if no Bidder's bid has been selected within one hundred-twenty (120) consecutive calendar days after the date of the opening of bids, upon the demand of the Bidder at any time thereafter, as long as the Bidder has not been notified of acceptance of his bid. The Bidder, to whom the contract shall have been awarded, shall be required to execute the contract in accordance with the terms and conditions herein. If the Bidder selected for award fails or refuses to execute the contract and/or fully comply with requirements of this solicitation their bid security shall be forfeit to the County as liquidated damages in accordance with the terms and conditions contained herein. Bids shall be valid and irrevocable for a minimum of one hundred twenty (120) days from the due date. A Bidder may submit only (1) bid in response to this ITB. The Contractor selected shall provide the services and all requirements contained herein for a base period commencing on the written notice of intent to award or March 1, 2026 (whichever is later) and after the expiration of the award protest period, unless notified otherwise by the County in writing, and ending on December 31, 2026, with four (4) optional one-year renewals at the sole option of the County. Each 1-year renewal shall commence on January 1 and end on December 31 of the same calendar year. Question deadline(February 12, 2026, 12:00pm) was closed so unable to add the event. The County reserves the right to accept or reject, in its sole discretion, items offered as an equal.
