The County is seeking technical proposals for Preliminary Engineering, Environmental, Right of Way, PS&E Design, and Construction Support Services related to the preparation, execution, and completion of services for the Conn Valley Road Bridge over Conn Creek Replacement Project. The selected consultant will provide these services through the construction phase, including all technical and administrative tasks, documentation, responses to Caltrans, right-of-way certification, and construction authorization. The consultant will assist the County during the bid period and provide design support during construction. The consultant must be fully familiar with the guidelines, procedures, and requirements of the Highway Bridge Program as administered by Caltrans. The County reserves the right to adjust the scope of services as deemed appropriate and necessary. The existing bridge is to be replaced or widened with a new two-lane bridge, and the project is to be managed in cooperation with Caltrans and funded through the Highway Bridge Program with a local County match. Scope of Work The general scope of services will include, but is not limited to the following: Project Management Topographic Surveying (as needed to complete Final Design) Geotechnical Engineering consultation, borings, geotechnical report, and foundation plans Preliminary engineering plans, profiles, cross sections, estimates, utility maps, etc. Structures Field Review, Type Selection Report, and structure plans and details Bridge and approach road plans NEPA Studies and report Permit applications from USACOE, RWQCB, and CDFW Biological, wetland, and aquatic surveys and Natural Environmental Study per PES form Archeological research, APE map, survey report, AB 52 consultation, extended phase 1 plan, testing, extended phase 1 report, and mitigation measures Bridge architecture and calculations Hydrologic and Hydraulic analyses, LHSR, and drainage design Creek Geomorphology and scour protection Traffic handling, signage, striping, and staging Mitigation planting and irrigation plans, specifications, and estimate 35%, 65%, and 95% Plans, Specifications, & Estimate (PS&E) packages California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) Document Conformance, including completing an initial study / mitigated negative declaration and obtaining necessary environmental permits from regulatory agencies (PLACs) Right of Way Engineering Services, including plat & legal preparation, deeds, appraisals, offer documents, negotiations, agreement, notices to owners, utility agreements, and certification Final design, including 100% and Final Construction Drawings, Specifications, Special Provisions and Cost Estimates for the Bridge, Roadway approaches, Temporary utility support and pedestrian access bridge Bidding and Construction Support Services Preparation of Reports and Documentation in accordance with State of California Department of Transportation (Caltrans) Local Assistance Procedures Manual (LAPM) and Local Assistance Program Guidelines (LAPG) Other services necessary to complete the Project This is a Federal-Aid Project subject to Caltrans Local Assistance Procedures and other Caltrans requirements.
