Napa County Department of Public Works requests proposals from qualified professional firms to provide environmental services, which may include, but are not limited to, biological and cultural resources services. Tasks may include, but are not limited to, preparation of an Archaeological Survey Report (ASR), Historic Property Survey Report (HPSR), Local Historic and Tribal Records Search, and other related services as required for this federally funded project. The County assumes that this project will require a CEQA Categorical Exemption and a NEPA Categorical Exclusion. Napa County will be the lead agency for CEQA and will design the guardrails in-house and prepare the Plans, Specifications, Estimate, right-of-way certification, construction management, and other services for this project. The HSIP Cycle 12 Guardrail project will upgrade about 1 mile of guardrail and their end treatments, along local arterial roads, at the following locations: Howell Mountain Road White Cottage Road Larkmead Lane Silverado Trail Oakville Cross Road Oak Knoll Avenue Question Submission Deadline:February 6, 2026, 5:00pm Proposers shall submit all inquiries regarding this bid via the County's online Portal Additionally, all consultants shall mail a cost proposal (separate from the Proposal), in a sealed envelope, clearly marked with the following: Firm Name, Return Address, Contact, Email/Phone, and reference "ENVIRONMENTAL SERVICES RFP FOR HSIP CYCLE 12 GUARDRAILS" The method of Contractor Selection has not been Determined at this time.
