The Harris County Flood Control District (HCFCD) is seeking qualifications from professional architectural and/or engineering firms to establish a pre-qualified registry for Professional Engineering & Architectural Services Related to Building Facilities. Selected firms may be engaged for engineering, architectural, and support services from real estate market studies, conceptual office plans, preliminary architectural and engineering services, project design and bidding, through to completion of construction. Project scopes may include sub-stages and disciplines such as environmental review, property acquisition, surveying, geotechnical, utilities, hydraulics, architectural landscape, and more. Services may also include owner’s representative roles on collaborative delivery models and project management support and staff augmentation. The registry aims to streamline procurement and provide access to vetted vendors for future projects. Participation does not guarantee work with HCFCD. Firms are required to submit a Statement of Qualifications (SOQ) Questionnaire which details their capabilities for various disciplines. Detailed instructions for this are outlined in the RFSQ. Minority and Women-Owned Business Enterprises (M/WBEs) are encouraged, with future project-specific goals to be determined based on County policy. A Certificate of Interested Parties (Form 1295) must be completed prior to response submission. Firms may be removed from the registry for failure to comply with laws, regulations, performance expectations, or industry practices. Pre-qualification requirements: Engineering firms must be registered by the Texas Board of Professional Engineers and architectural firms must be certified by the American Institute of Architects (AIA) or the state. Firms must maintain valid licensure and renew/validate professional licenses annually to remain active. The SOQ Questionnaire must be submitted as part of the application process. M/WBE commitments are required at the project-specific agreement level, not at the pre-qualification stage. Completion of Form 1295 is required for all submitters.
