26-DPWT-147934 The Department of Public Works & Transportation is seeking to establish a contract for asphalt overlay of various locations in St. Mary's County, Maryland, ton include but not be limited to roadways, parking lots and trails/cart paths. This is a unit pricing contract for bituminous concrete overlay. Interested bidders may download the solicitation from the County's eProcurement Portal and submit their bid online. work will be ordered by Dec. 31, 2026. The following method of construction shall be used at each job site. A. Various roadways, parking lots and trails / cart paths will require base asphalt. The depth of base asphalt 19.0 mm will be approximately two and one half inches (2.5"), Item 502. B. Roadways, parking lots and trails /cart paths designated will receive a 9.5 mm surface asphalt course, Item 503 of one- and one-half inches (1 1/2") to two inches (2") compacted depth. Along with any base repair and wedge and leveling as directed. C. Driveways on all roads shall be paved with a two inch (2") 9.5 mm surface asphalt course Item 504. All driveways shall be completed no later than ten (10) calendar days after completion of the traffic lane in the area of each driveway. D. Any and all roads, parking lots and trails / cart paths may require asphalt repair, Item 501 as directed by the Inspector. A list of roadways to be repaired has been provided in Attachment J-7 of this solicitation. This list may be modified if needed. Patching/repairs whether Full Depth Patching (FDP) or Partial Depth Patching (PDP) shall be paid per the unit price per ton for Item 501 of this solicitation. All milling and/or excavation shall be considered incidental and necessary to complete the work. The Inspector shall determine which areas require repair and whether 9.5 mm or 19.0 mm asphalt shall be used. E. Shoulders on various roads shall be paved as directed by the Contracting Officer's Technical Representative (COTR). F. Wedge and level using 19.0 mm or 9.5 mm asphalt may be required on various roads as directed by the COTR. G. The Highway Maintenance Division may designate various areas of roadways for patching and/or paving not shown in Attachment J-7 as the need arises. Unit prices defined for Items 501 through 505 shall apply. H. Paving Fabric A/O Mat or equal shall be installed using an asphalt cement tack coat with a residual asphalt application rate of 0.20 to 0.30 gallons per square yard, applied at a temperature between 275F and 325F by means of a distribution truck. The width of the tack coat should be the width of the fabric plus from 1 to 4 inches on each side. I. Parking Lots - work will consist of the placement of a various compacted depth base course of Bituminous Concrete 19.0 mm and a various compacted depth surface course of Bituminous Concrete 9.5 mm. The COTR may designate various parking lots for patching, paving, or both as the need arises. The unit cost defined in items 501 through 505 shall apply.
