The work consists of the construction of public infrastructure for Phase 1 of a commercial and residential development in the Village of Palmyra. The work includes the construction of streets and associated cross sections within public right-of-way, public utilities, and stormwater facilities. The scope is anticipated to include, but is not limited to: grading, erosion control, landscaping, gravity sanitary sewer, sanitary lift station, sanitary sewer force main, water main, storm sewer, roadway construction, wet and dry stormwater ponds, and bioretention basins. Improvements outside of the public right-of-way and stormwater facilities are the responsibility of a private developer, though some grading within the private lot areas is anticipated for drainage and earthwork balance. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. No bidder may withdraw their bid within 60 days after the actual date of the opening thereof. The minimum wages to be paid on the project shall be in accordance with the wage rate scale established by local wage rates. Owner reserves the right to waive any informalities or to reject any or all bids.
