All bids shall be irrevocable for sixty (60) days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Public Works Contract Regulation Law Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). YCSWA reserves the right to reject any and all Bids and to waive any omissions, errors, mistakes, defects, or irregularities in any Bid at its sole discretion. Contractor shall complete all Work as specified or indicated in the applicable Contract Documents listed below: o All Truck Scale work required for the Blackbridge Road Transfer Station Construction Project, as indicated on the Contract Drawings, Technical Specifications, and other Contract Documents. o Coordination of all Truck Scale-related work with the Owner, Engineer, and other Contractors to ensure proper integration with the overall Project. o Mobilization and Demobilization, including mobilizing and demobilizing all materials, labor, tools, equipment, and personnel to and from the Project site. o Temporary services as required to maintain ongoing operations of existing facilities, including the scalehouse, waste-to-energy facility, and other operational areas affected by the Work. o Equipment Supply and Installation, including: o Two (2) truck scales, complete, including platform/weighbridge, load cells, indicator/instrumentation, and all miscellaneous components required for a complete, operable installation. o Exterior digital display with red light/green light at each end, including mounting and associated components. o All miscellaneous components, appurtenances, and fasteners necessary to provide a complete, fully operational installation. o Controls, Electrical, and Instrumentation, including: o Line-voltage and low-voltage wiring; load cell/junction box/indicator interconnections; and all cabling installed in stainless steel conduit with required fittings at load cells. o Grounding and surge/lightning/transient protection system, including the specified single-point grounding and protection components. o Interface with PC scales software and associated configuration required for intended operation. o Electrical connections to the Owner-provided power source as shown in the Contract Documents. o Submittals and Engineering, including sealed foundation/installation drawings by a Pennsylvania-licensed Engineer, shop drawings, product data, and electrical wiring/grounding/surge protection diagrams as required by the Specifications. o Testing, Startup, and Certification, including manufacturer field services; field testing and acceptance; calibration to Handbook 44 and applicable Pennsylvania Department of Agriculture (Division of Weights and Measures) requirements; and provision of required scale certification for capacity and accuracy. o Training and Documentation, including two (2) days of operator training and the provision of complete operation and maintenance manuals. o Warranty, providing the manufacturer's standard warranty in accordance with the Contract Documents.
