The work includes all materials, equipment, transportation, and labor necessary to complete the Spring Creek Stabilization and Culvert Improvements as outlined in the plans. The project includes clearing and grubbing, grading operations, storm sewer and culvert improvements, placement of topsoil, placement of riprap, and seeding. Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond for the faithful performance of the contract, in an amount equal to 100% of the amount of the contract. The security shall be in the form of a cashier's check, certified check, certified share draft, or a bid bond with corporate surety satisfactory to the Jurisdiction. The bid shall contain no condition except as provided in the specifications. The City reserves the right to defer acceptance of any bid for sixty calendar days after receipt, during which period no bid may be withdrawn. Each successful bidder will be required to furnish a corporate surety bond in an amount equal to 100% of its contract price, guaranteeing faithful performance, payment of material and labor, indemnification of the City from claims and damages, and maintenance of the improvement for two years (four years for paving). All tree clearing must be completed by March 30, 2026, and all improvements fully completed no later than May 30, 2026. The City will ensure that minority business enterprises have full opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
