The project involves replacing Runway 10-28, Taxiway A, and Taxiway B lighting and NAVAIDs at Chariton Municipal Airport. The work includes temporary seeding and mulching, stormwater pollution prevention plan (SWPPP) preparation and management, mobilization, traffic control, construction staking, seeding and fertilizing, mulching, removing and installing wind cones, removing direct buried cable and counterpoise wire, installing new cable and counterpoise wire, system testing, removing and installing regulators, vault building modifications, trenching and installing conduit and duct, installing electrical junction boxes, removing various types of runway and taxiway lighting, installing new edge and threshold lights, installing a new runway end identifier light system and lighted guidance sign, installing a precision approach path indicator system, and providing spare lighting equipment. Work also includes location and protection of existing and new cables and equipment. Bidders are required to submit bids online accompanied by a bid bond equal to five percent of the total amount of the bid. Tax exemption certificates must be obtained for the project, and lien waivers provided before final payment. The project is subject to federal and state requirements, including disadvantaged business enterprise participation, Davis-Bacon Act wage provisions, Buy American Preferences, and other relevant regulations. The City reserves the right to reject any or all bids and to waive informalities in the bids received. Preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa domestic labor as lawfully required.
