The Town of Nahant invites sealed proposals in accordance with M.G.L. Chapter 30B from qualified contractors for Advanced Meter Infrastructure (AMI) FY 25 Meter Replacement. Proposals must be submitted in an envelope labeled with the name and address of the proposer and the words "Advanced Meter Infrastructure (AMI) and Water Meters". The Town Administrator or Chief Procurement Officer reserves the right to waive any informality in or to reject any and all bids if it is deemed to be in the best interests of the Town. All proposal prices submitted in response must remain firm for ninety days following the proposal opening. Supply and implementation of fixed network Advanced Metering Infrastructure (AMI) system equipment and water meters. The scope of work shall include supply, installation, and implementation of AMI system, supply of ultrasonic water meters and Meter Interface Units (MIUs)/communication endpoints, and all required components for implementation of a TownWide AMI system including support & maintenance services. Installation of water meters and MIU/endpoints is excluded from this contract, and will be bid separately under a future contract. The deadline for questions is: 11:00 a.m., March 6, 2026 The scope of work shall include a systemwide fixed network deployment and vendor-hosted information system configuration, followed by supply of water meters, fixed data collection equipment and appurtenances, annual support, and maintenance services. A single manufacturer (Proposer) shall supply and support a fixed data collection system and equipment to collect meter readings and information from AMI modules and transmit the data to a central database. In addition, the Proposer will be responsible for furnishing necessary hardware and software that will receive meter readings, prepare reports, and interface with the Town's existing and future utility billing systems. The Proposer shall perform and deliver a propagation study, comprehensive with meter, register, and radio collector deployment, in the Town's service area and implement support to migrate from the current system to the AMI system. The Proposer must provide training to the Town personnel on the new system components, and full support services during the installation and startup of the system. If an FCC license frequency or permit needs to be obtained the proposer shall acquire and pay for it. The contract will procure the total (1,997) water meter units (MIU's), 5/8-inch to 3-inch, and fixed reading modules. The Town must be able to operate the new system and its existing reading system in parallel, until the new system is completed, accepted and commissioned. The Town's water accounts shall be downloaded to the new data management software, providing for a gradual transition to AMI meter reading as future AMI modules and meters are installed. Proposers must state in writing the potential impacts of operating a new system in parallel with the existing system on the Town's existing computer system and the present interface with the billing system. The proposer shall provide equipment and implementation support to migrate from the current system to the fixed system. Proposer shall install collectors supplied under this contract and provide full support including securing sites, obtaining approvals and all other responsibilities associated with the installation. The Proposer shall work with and provide full support to the Town and the Independent Installation Contractor under a separate contract to install meters and MIUs. Warranty support services shall also be provided. Proposers are expected to deliver equipment in accordance with the Technical Specifications in Appendix C upon entering into a contract with the Town and should provide a statement with their proposal which commits to minimum delivery schedules and quantities. Actual delivery time schedules shall be negotiated with the successful proposer upon entering into a contract with Town. The timing of equipment deliveries may be altered to the schedule of the Town's independent installing contractor.
