Site work and new construction of a municipal facility in Abbotsford, British Columbia. Completed plans call for the construction of a 151,200-square-foot, two-story above grade municipal facility.

The purpose of this request for qualifications (RFQ) is to invite interested parties to submit Responses indicating their interest in, and qualifications for, the Plant and Animal Health Centre Replacement Project (the Project) in Abbotsford, British Columbia (B.C.). Based on these Responses, the Ministry of Infrastructure (the Owner) with support from the Ministry of Agriculture and Food (AF) intends to select, in accordance with the terms of this RFQ, a shortlist of up to 3 Proponents to be invited to participate in the next phase of this Competitive Selection Process, the Request for Proposals (the RFP) stage. This RFQ is not a tender or an offer or a request for proposals, and there is no intention by the Owner to make an offer by issuing this RFQ. Under the Competitive Selection Process, the Owner is seeking to enter into a contract (the Design-Build Agreement or DBA) with a qualified entity (the Design-Builder) to design and build the Project, which is being procured using a design-build with target price approach. The Project will replace the Abbotsford Agricultural Centre located at 1767 Angus Campbell Road in Abbotsford, B.C. (the Existing Facility) with a new facility (the New Facility). The New Facility will be constructed on a greenfield site in Abbotsford and will house the same programs as the Existing Facility, while being designed and constructed to accommodate future demand and to meet all applicable regulatory compliance and accreditation requirements. The Project scope includes the design and construction of the New Facility with an estimated gross area of approximately 14,000 m², comprising the following key components: Veterinary diagnostic laboratories for bacteriology, histopathology, molecular diagnostics, pathology (necropsy), serology, virology, genomics, and Transmissible Spongiform Encephalopathy (TSE) services; Containment Level 2 (CL2) laboratories; Containment Level 3 (CL3) laboratory; Foreign Animal Disease containment; Large animal post-mortem facility with crematorium1; Plant and entomology diagnostic laboratory accredited to Plant Pest Containment Level 2 (PPC-2); Non-laboratory office space containing the: Business Unit; and Laboratory Operations and Quality Assurance Unit. Branches of the Ministry of Agriculture and Food including: Office of the Chief Veterinarian; Business Risk Management Branch; Agriculture Development Branch; Food Safety Inspection Branch; Policy and Legislation Branch; Market Diversification and Growth Branch; Innovation and Competitiveness Branch; and Program Services Branch. The Project has an approved capital budget of $496 million, with the design and construction cost, inclusive of equipment, expected to be in the range of $350–$400 million.
