Reference Number 0000413354 Bid Intent Not Available The City of Victor is soliciting Request for Qualifications (RFQ) for architectural design services for the preliminary design planning of the preservation and conversion of the publicly owned 1901 WFM Miner's Union Hall Building into a mixed-use affordable housing development. The RFQ is for the initial schematic design of floor plans, elevations, basic MEP layout plans, site layout, and cross sections of the rehabilitation of the Miner's Union Hall into an affordable housing project with ground floor commercial or community space. A structural analysis of the existing building is also requested as part of the due diligence. The required deliverables are detailed below. Construction sets for the rehabilitation of the historic building are not intended to be delivered under this scope. However, the selected firm must work with the City to design preliminary layouts, provide a structural analysis of the existing structure, provide an opinion of probable costs, and assist with building capital stack pro formas to assist the City with future grant requests or tax credit applications. Due to the historical significance, the potential for historic tax credits, the Secretary of the Interior's Standards for the Treatment of Historic Properties must be followed as well as local design guidelines and zoning. The goal of the RFQ scope of services is to ensure the selected firm completes all necessary design work to allow City to begin the process for working on grant applications, pricing for the rehabilitation of the structure, and ensuring a structural analysis is performed on the feasibility of reuse of the building.
