Site work for a bridge / tunnel in Pittsburgh, Pennsylvania. Design plans call for site work for a bridge / tunnel.
The Allegheny River Tunnel (ART) project will be the second of the three tunnel projects. Once complete, it will consist of 6.2 miles of deep tunnel connecting to the Ohio River Tunnel near the Veterans’ Bridge. The project is also anticipated to include 11 deep shafts, 19 regulator structures, and other near surface facilities to be constructed in 7 municipalities – including the City of Pittsburgh, Millvale, Shaler, Etna, Sharpsburg, O’Hara and Aspinwall. This new infrastructure will be connected to the approximately 6 miles of deep tunnel interceptors that already exist in the project area. As of June 9, 2026, the design completion is anticipated in late 2027 or early 2028. Further details regarding firm construction and completion timelines have not been released.
