The scope of work includes reconstruction of Runway 7-25 (8-26) and connector taxiways (approximately 36,500 SY); installation of new underdrains; grading; drainage improvements; new pavement markings; associated shoulder grading, seeding, and restoration; new MIRL system, including new conduit, wire, and guidance signs; installation of new threshold lights; new Runway 25 (26) PAPIs; replacement of the Constant Current Regulator (CCR); and magnetic variation change of the runway from Runway 7-25 to Runway 8-26. Instructions to bidders specify that sealed bids must be submitted to the designated office by the bid closing time, and a first-tier subcontractor disclosure form must be submitted within two working hours of the bid closing. Bids and/or disclosure statements received after the stated times will be considered non-responsive. Contractors must be qualified according to applicable Oregon statutes and must demonstrate prior experience with similar work. Bidders must submit qualification statements with their proposals. Proposals without these statements will not be accepted. No bid will be considered unless the bidder is registered with the Oregon Construction Contractors Board or licensed by the State Landscape Contractors Board as required. All applicable federal provisions apply, including Buy American Preferences, Foreign Trade Restrictions, Prevailing Wage Rates (Davis Bacon or State of Oregon BOLI, whichever is greater), Debarment and Suspension, Drug-free Workplace, Federal Fair Labor Standard Act, and FAA Required Provisions. Bidders must comply with all federal nondiscrimination and civil rights laws. Proposals must be submitted on prescribed forms and accompanied by a certified check, cashier's check, or bid bond in an amount equal to ten percent (10%) of the bid. The successful bidder will be required to furnish a performance bond and payment bond, each for the full contract price. Christmas Valley Park and Recreation District reserves the right to reject any or all bids and to accept the bid deemed in its best interest.
