The City of Chico is soliciting proposals from qualified firms to provide professional services to update the City's Pavement Management Program (PMP). The objective of this Request for Proposals (RFP) is to select a consultant with demonstrated expertise in pavement evaluation, asset management, data collection technologies, and capital planning. The City of Chico maintains approximately 331 centerline miles of public streets, representing one of its most valuable infrastructure assets. An updated pavement management program is essential for making cost-effective decisions, extending pavement life, and optimizing the use of limited funding resources. The selected consultant will be responsible for conducting a comprehensive condition assessment of the City's roadway network, updating pavement condition indices, refining maintenance and rehabilitation strategies, and providing scenario analyses to support long-range planning and budget development. The resulting updated Pavement Management Program will support transparent decision-making, improve system performance, and help the City communicate needs and priorities to elected officials, funding agencies, and the public.
