Site work for a transportation facility in Lackawanna, New York. Completed plans call for site work for a transportation facility.

The work involves providing all services, materials, equipment, labor, and superintendents necessary to perform construction work in accordance with standards set by NYSDOT, FRA, South Buffalo Railway, AREMA, the County of Erie, and ILDC. The project includes the complete retirement of the Wye Yard Tracks, with retired materials either saved for reuse in constructing the Poco Yard expansion or salvaged by the Contractor, and requires that all related rail material be cleared from the site upon completion. Three new tracks are to be constructed west of Highway 9, parallel to the existing Poco Yard, with connections into existing lead tracks. The area between new tracks P-1 and P-2 will be finished for use as a transload area, utilizing materials saved from the Wye Yard for construction of the new storage tracks. Site grading is included but will be performed under a separate earthwork contract. All contractors and subcontractors working on Tecumseh Redevelopment, Inc. property must be ISNetworld certified with an A or B rating. The ILDC reserves rights to reject any or all bids and to review bids for up to sixty days before awarding the contract. There are specified MBE/WBE/SDVOB participation goals: MBE 10%, WBE 15%, SDVOB 6%. If consultant work is needed, those contracts must require at least 20% MBE, 10% WBE, and 6% SDVOB participation. Bidders must comply with Erie County Local Law 2-2006 regarding apprenticeship, if applicable. Distribution of bid documents is online only, and questions must be submitted in writing. Retirement of the Wye Yard Tracks in its entirety extending northward from the track switch diverging from the East Harbor Lead Track located immediately west of the railroad bridge over NYS Route 5 (Hamburg Turnpike). Retired track materials will either be saved for reuse to constructed the Poco Yard expansion or salvaged by the Contractor. All rail material related to the Wye Yard is to be clear of the site upon completion. Three (3) new tracks will be constructed immediately west of Highway 9 and parallel to the existing Poco Yard. The leads to the three (3) new tracks will connect into the existing Poco Yard lead tracks. A widened track center between new tracks P-1 and P-2 will be finished with a gravel base and surface for use as a transload area. Rail and track materials saved from the Wye Yard retirement will be used to construct the body of the three (3) new Poo Yard storage tracks. The overall project also includes site grading which will be performed under a separate earthwork contract.
