Site work and new construction of a mixed-use development in Wahpeton, North Dakota. Completed plans call for the construction of a 82,000-square-foot recreation facility; for site work for a recreation facility; clubhouse / community center; clubhouse / community center; fitness / recreation center; fitness / recreation center; and swimming pool.
To best deliver the most complete, comprehensive, and cost-effective project, the City of Wahpeton is seeking Construction Manager at Risk Services (CMAR) pursuant to North Dakota Century Code chapter 48-01.2. Final project approval is subject to authorization by the City Council and availability of funding. In 2022, The City of Wahpeton hired JLG Architects to provide professional design services for concept plans, building program and cost estimates. On April 29, 2025, a special election approved an additional one percent (1%) city sales tax for the primary purpose of assisting in the funding of construction, maintenance, and operations of a community recreation and wellness facility. The Southern Prairie Activity and Recreation Center (SPARC) will be owned by the City and operations will be managed by the Wahpeton Parks and Rec. The City Council has given the North Dakota State College of Science (NDSCS) a draft of a land lease agreement. Both entities are in the final stages of the approval process. The conceptual location of the SPARC is located just West of the existing NDSCS Blikre Center. Currently, the proposed project is approx. 82,000 square feet in size and may include the following amenities: Indoor Turf Field House Hardcourts (2) Indoor Play Park Elevated Walking Track Locker Rooms Group Fitness, Cardio & Weights Community/Senior Center Administrative/Office Aquatics Center, Lifestyle pool w/3 lane lap pool In addition, the potential additional inclusion or phasing of Indoor Hardcourts and an aquatics phase will be considered and may be part of the overall project based on the funding available and the finalized facility program. The budget for the project is estimated to be $30 Million but is dependent on funding availability.
