The County seeks a Contractor with demonstrated experience working on active, Part 139–certificated airfields and a strong understanding of Federal Aviation Administration (FAA) requirements, airport standards, and aviation pavement construction methods. Those selected shall maintain a robust safety culture, including an effective Safety Management System (SMS), excellent foreign object debris (FOD) control practices, and the ability to meet all airfield security, badging, and operational requirements while performing work during night or off-peak closures. Contractors must be able to mobilize quickly for emergency repairs, deliver high-quality workmanship, accurately price work using a unit price book, and communicate effectively with airport operations, engineering staff, and other stakeholders to support safe, efficient, and uninterrupted airport operations. Bidders must carefully examine the solicitation contents, including the Contract Terms and Conditions and Scope of Work, and include in their bid response a monetary sum to cover the cost of all items included in the Contract. Only pre-qualified contractors will be eligible to submit a bid. Bids must be submitted electronically through the County’s online bidding system. All Bidders must attend a mandatory Pre-Bid Webinar Meeting. The successful bidder will be required to provide a bid bond in an amount not less than 10% of the total Contract amount and, upon award, furnish a Faithful Performance Bond and a Labor and Material Payment Bond in an amount of $6,000,000. No bid will be considered from a bidder who is not licensed to perform the project as required. Award will be based on the lowest, responsive, responsible bid, and awarded contractors must sign a contract upon award. The County reserves certain rights regarding the solicitation process as detailed in the instructions to bidders.
