The Participating Communities are cooperating in a Joint Bid Process to select a Collection Contractor to provide collection, transportation, and delivery for disposal or processing of Solid Waste, Recyclable Materials, and Yard Waste generated by Residential Units, Residential Unit Equivalents, Municipal Facilities, and during Special Events. There is also an optional curbside food waste collection for the City of New Albany. The scope involves providing these Collection Services for up to approximately 60,309 households for a 5-year term. The contractor must deliver all Solid Waste to the Franklin County Sanitary Landfill, all Recyclable Materials to the Participating Community-Designated Facility, and all Yard Waste to a SWACO-contracted or otherwise approved processing facility. Bids must be for a not-to-exceed price per Residential Unit per month and include all costs for collection, transportation, delivery, and governmental fees, including tipping fees. Each Participating Community will individually evaluate and award contracts, and there is no requirement that a Bidder is awarded more than one service as a condition for any contract award. If selected, Bidders must secure a Performance Bond as required by each Participating Community. Instructions to bidders include submitting bids electronically in the prescribed format, including all required documentation and separate Bid Bonds for each Participating Community unless alternative arrangements have been made.
