Remodeling of a municipal facility in Waxahachie, Texas. Working plans call for the remodel of a municipal facility; municipal facility; and three-story above grade municipal facility.
Qualified firms are invited to submit proposals to serve as Construction Manager at Risk (CMAR) for the City of Waxahachie Facilities Remodel and Expansion Project, which includes improvements at two City-owned facilities at 820 Ferris Avenue and 401 S. Rogers Street in Waxahachie, Texas. The project at 820 Ferris Ave consists of a comprehensive remodel of all three floors, with interior demolition and asbestos abatement separately bid and managed by the City. At present, only the first floor remodel is funded, with subsequent floors to be bid later. The estimated construction cost for 820 Ferris Ave is $8,613,730 (First Floor: $3,865,365; Second Floor: $3,916,080; Third Floor: $831,285). The 401 S Rogers St facility involves renovation, remodel, and expansion, with pre-purchased structural steel and HVAC equipment, and an estimated construction cost of $7,817,618. The CMAR will provide preconstruction services (cost estimating, value engineering, constructability review, budgetary estimates, procurement strategy, GMP development) and construction phase services (schedule development, coordination, quality control and safety, subcontractor administration, coordination of owner-sourced contracts, cash flow reporting, project closeout). The City is not obligated to accept any proposed GMP and may terminate negotiations if agreement cannot be reached. Respondents must submit the required information through the provided electronic bidding platform, including company information, conflict of interest questionnaire, signed W-9, experience and qualification details, professional references, financial stability documents, and a fee proposal breakdown. The fee proposal summary should separately outline pre-construction services, construction phase services (including profit, overhead, general conditions), bond premiums, insurance premiums, builder's risk insurance, and any other relevant costs. All submissions must be received by the stated deadline and comply with the instructions provided. No late submissions will be accepted. Questions must be submitted through the designated channels, and all official responses will be posted online. Paper submittals must include an electronic copy and be clearly marked. The City reserves the right to accept or reject any and all responses, and to terminate contracts at its convenience.
