Site work for a playground / park / athletic field in Bloomington, Indiana. Completed plans call for site work for a playground / park / athletic field.
New Hope for Families seeks bids for shade structures in each of the Early Learning Center's two outdoor playgrounds. The structures should be fabricated and installed before the end of 2026. The structures must be mounted on a cantilever steel frame, which should be covered with architectural grade, UV-stable powder coating. The sail fabric should be made of High Density Polyethylene with an expected useful life of over 10 years, and come with a 10+ year warranty. Sails should connect to frames with steel cable tensioning and be removable. The bidder should be capable of producing engineered stamped drawings meeting Indiana building codes as applicable. Each sail should come in colors matching the existing sails. Bidders should have adequate staffing, equipment, and capacity to complete the work. Bidders must comply with Federal Davis Bacon Wage laws and be registered with SAM.gov. The project is funded by the City of Bloomington's Community Development Block Grants (CDBG) and is subject to federal requirements, including but not limited to Federal Civil Rights and Non-Discrimination Regulations, affirmative steps for using minority and women's business enterprises, and compliance with 24 CFR Parts 84 and 85 administrative standards. The project is subject to Federal Labor Standards, Bloomington's living wage ordinance, HUD Lead-Based Paint regulations, federal environmental regulations, applicable historic preservation and flood disaster protection requirements, and drug-free workplace regulations. Contractors must not appear on SAM's suspended or debarred list. Section 3 of the HUD Act applies if over $200,000 in HUD funds is used. Funds may not be used for political, religious, lobbying, political patronage, or nepotism activities. There will be no discrimination on the basis of race, color, sex, or national origin in consideration for award.
