Reference Number 0000413334 Question Deadline 02/26/2026 at 4:00 PM ET Questions are submitted online Yes Due to the potential effect to the West Indian Manatee and critical habitat, all in-water work must be completed before Manatee Season, May 1, 2026. The City of Beaufort reserves the right to reject any or all proposals, or any parts thereof, waive informalities, negotiate terms and conditions, and to select an Offeror that best meets the needs of the City of Beaufort and its employees. The City adopts the State of South Carolina's goal for participation of M/WBEs: ten percent (10%) of annual controllable procurement expenditures which are defined as agreements between the City and a Company to provide or procure labor, materials, equipment, supplies and services to, for or on behalf of the City. However, a specific expectation has not been set for this RFP. The City of Beaufort is seeking bids from licensed and qualified contractors for the replacement of the floating "dingy dock" located at the downtown marina. The dock received unrepairable damage from the impact of Hurricane Helene, September 25, 2024, through October 7, 2024. The work will consist of restoring the dock to the pre-disaster design, function and capacity within the existing footprint. See attachment A: FEMA Review Memo. Funding for this project is provided by The Federal Emergency Management Agency (FEMA). FEMA's obligations for federally listed species US Fish and Wildlife Service (USFWS) jurisdiction with respect to the Endangered Species Act (ESA) of 1973, as they pertain to this project. FEMA has evaluated the potential effects on threatened and endangered species and critical habitat that may occur as a result of proposed construction activities for this project. Due to the potential effect to the West Indian Manatee and critical habitat, all in-water work must be completed before May 1, 2026. See Attachment B: Dock Replacement Schematic Minimum Floating Dock Requirements: The work includes supplying and installing two (2) pre-engineered IPE timber dock segments and connecting them to form an "L" configuration and as follows: Dock Segment 1 shall consist of a 6 ft wide by 115 ft long floating IPE timber dock assembly with external pile guides. Dock Segment 1 shall be designed as a groundout assembly with provisions for floatation protection and elongated pile guides, as required. The existing piles are to be reused. Page 5 of 10 Dock Segment 2 shall consist of a 10 ft wide by 144 ft long floating IPE timber dock assembly with internal pile guides. The existing piles are to be reused. The groundout dock segments shall be designed and constructed to groundout during all tide levels without damaging the piles or floating dock system. The contractor is responsible for all field measurements required for the installation. This may include, but not be limited to: The location, size and orientation of all existing concrete mooring piles. All piles are to be reused. The height of the abutment for proper connectivity of the transition plate between the abutment and Dock Segment 1. The grade and slope in the groundout location to determine lateral dock travel throughout the tide range and to size the pile guides accordingly. All materials to be manufactured or distributed by Bellingham Marine, Meeco-Sullivan, or City of Beaufort approved equivalent. The manufacturer shall provide a minimum one-year warranty. The floating dock system shall be supplied by a company having a minimum of five years' experience in the manufacture and installation of floating dock systems that are the same type as proposed for this project. The contractor shall be a qualified Marine Contractor as licensed by the State of South Carolina. He shall secure the required local building or construction permits. To ensure that all specified criteria have been met, the Contractor will be required to submit shop drawings and engineering calculations for the floating dock system. Shop drawings and engineering calculations shall be stamped by a licensed South Carolina Professional Engineer.
