The City of Oceanside ("City") is requesting proposals, including a Statement of Qualifications (SOQ), from consulting firms that demonstrate the qualifications and experience necessary to provide the services described herein. The City of Oceanside Engineering Division, within the Development Services Department, is responsible for the design, management, and construction of Capital Improvement Projects and related municipal infrastructure. To support these efforts, the City is seeking qualified consulting firms to provide specialized construction-phase support services under the following categories. Consultants providing services under these categories shall act as an extension of the City, serving as trusted technical advisors and integral members of the City's project delivery team. The City places the highest importance on trust, integrity, regulatory compliance, and public safety. Consultants are expected to conduct themselves in a manner that consistently upholds these principles. The City is seeking up to three (3) consulting firms for each category based on the quality of the technical proposals received. The City will enter into a contract that will start July 1st, 2026 and expire June 30th, 2029 with two (2) single year extensions pending consultant performance during the initial period. Each Category will have an annual budget impact cap; contracts will not be exceeded in any one budget year without written authorization from the City Council. PERS Annuitants or retirees will be limited to 980 hours of annual contract work if selected as in-house engineering consulting staff. Other retirees may be subject to similar hourly limitations. Consultants are advised to select staff accordingly.
