The project consists of rink refrigeration maintenance and service across various counties in Massachusetts. The estimated project value is $3,000,000.00 and is to be completed within 1,095 calendar days from the notice to proceed. The work must adhere to the requirements for minority-owned business enterprises (6% of bid price), women-owned business enterprises (10% of bid price), a local minority workforce utilization minimum of 15.3%, a local women workforce utilization minimum of 6.9%, and a Veteran-Owned Business Enterprise benchmark of 3.0%. Liquidated damages of $500.00 per day will be assessed for work not completed within the specified time. General bid proposals must be submitted on the form provided and received via the DCR E-bid room. Each bid must be accompanied by a 5% bid deposit payable to the Department of Conservation and Recreation. Electronic submission of bid bonds is required. Bidders must be certified with the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM Prime) in Mechanical Systems and must submit updated qualifications with the bid. Bids are subject to the provisions of M.G.L. Ch. 149, sections 44A to H, and Ch. 30, Sect. 39F, G, H, and M. Wages are subject to minimum wage rates as per Mass. Gen. L. Ch. 149, sections 26 to 27D. The Department reserves the right to waive informalities or reject any or all bids if it is in the public interest to do so. Liquidated damages in the amount of $ 500.00 per day will be assessed if the work has not been completed in accordance with the provisions of the contract within the time specified (as extended by any authorized extension of time granted in accordance with the contract provisions). questions should be directed to Carmine Sodano by email: carmine.sodano@mass.gov
