The work to be done under this contract consists of Implementing Traffic Control, Vegetation Trimming, Crack Sealing, and Slurry Seal operations for Washington County's Urban Road Maintenance District (U.R.M.D.) as well as roads funded by the County's Road Fund. Contractor must be ODOT prequalified for ACP services (Asphalt Concrete Paving and Oiling). Overview and Purpose This bid will be for the Washington County Urban Road Maintenance District (U.R.M.D.) as well as roads funded by the County's Road Fund. Special and Technical provisions of this bid document apply to Washington County and U.R.M.D. where the word County, Department or Agency is used. The Work to be done under this Contract consists of the following in Washington County located within U.R.M.D (Type II Slurry): Implement temporary traffic control and temporary pollution control measures Coordinate all work advanced notifications such as door hangers, and no parking sign Trim vegetation adjacent to and above the roadway related to contract operations Removal of existing pavement markings prior to slurry seal Mix design for Type II Slurry Seal shall include 1% cement (unless otherwise directed) Place approximately 315,000 FT of Crack Seal Place approximately 315,000 SY of Type II Slurry Seal Place approximately 103 FT of thermoplastic longitudinal pavement markings Place other pavement markings and markers as required Additional and incidental Work as called for by the Specifications The Work to be done under this Contract consists of the following in Washington County located within Road Fund (Type III Slurry): Implement temporary traffic control and temporary pollution control measures Coordinate all work advanced notifications such as door hangers, and no parking signs Trim vegetation adjacent to and above the roadway related to contract operations Removal of existing pavement markings prior to slurry seal Mix design for Type III Slurry Seal shall include 2% cement (unless otherwise directed) Place approximately 40,000 FT of Crack Seal Place approximately 40,000 SY of Type III Slurry Seal Place approximately 28,000 FT of thermoplastic longitudinal pavement markings Place other pavement markings and markers as required Additional and incidental Work as called for by the Specifications Contractor must be ODOT prequalified for ACP services (Asphalt Concrete Paving and Oiling). Bidders are responsible for checking the site for any addenda to the ITB documents before submitting their bids to the site. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Confirmation that bidder will comply with the statement in the bid document regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage". A bid bond, certified check, or cashier's check in the amount of ten percent (10%) of the maximum amount allowable under the contract on the County's Bid Guaranty Form may be required. ODOT Pre-qualification is required for this solicitation, see specifications listed. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor's Board list of contractors ineligible to receive public works contracts. Work under this contract cannot start until July 1, 2026 unless otherwise directed. Complete all Slurry Seal Work adjacent to Schools and School/Continental Crosswalk Markings to be done under the Contract not later than August 22nd, 2026. Complete all other Slurry Seal to be done under the Contract not later than August 29th, 2026. Complete all other Striping Work to be done under the Contract not later than September 30th, 2026.
