The work to be done generally consists of replacing the existing Wildcat Creek fish ladder with a concrete step pool system, roughened ramp channel with grouted boulders and deflection bollards, desilting and expanding the sediment basin, constructing RSP training berms with plant tubes, constructing access platforms, regrading the basin area, reconstructing a gravel trail, and modifying the upstream channel by replacing a grouted rock section with gravel and fines in the North Richmond area. Work includes shoring, stream diversion, and dewatering. Bids must cover the entire project, and neither partial nor contingent bids will be considered. The successful bidder must furnish a payment bond and a performance bond. The Public Works Department will retain 5 percent of the contract price until final completion and acceptance of the project. Securities may be substituted for any monies withheld by the County to ensure performance under the contract, subject to approval by the County Treasurer-Tax Collector. The Contractor must possess a valid Class A or Class C12 License at the time the Contract is awarded. The Contractor and subcontractors must be registered with the Department of Industrial Relations and qualified to perform public work, subject to Labor Code requirements. This contract is subject to compliance monitoring and enforcement by the Department of Industrial Relations. This is a federal aid contract and bidders must comply with the requirements of the EPA's Disadvantaged Business Enterprise (DBE) Program and the EPA Build America, Buy America provisions.
