Northern Lancaster County Authority is requesting bids for Contract No. 26-1, which is a three-year contract for the removal and final disposition of Class B cake from the Reed Beds at the Beam Road WWTP, located at 983 Beam Road, Denver, PA 17517. In Year One, the biosolids will be removed from Reed Beds No. 1 and 3 for an estimated total of 1,400 wet tons. In Year Two, an estimated volume of 1,400 wet tons will be removed from Reed Beds No. 2 and 4. In Year Three, an estimated volume of 100 wet tons is based on the potential to clean one or two sections of a reed bed and/or to accommodate an increased accumulation of cake in any of the four reed beds, with volumes and schedule subject to change at the Authority’s discretion. Biosolids may be beneficially used under the Authority’s existing general permit (PAG-083611) or disposed of via landfill if beneficial use is not viable. For requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders included in the bidding documents. Prevailing minimum wage rates must be paid, and non-discrimination in employment is required. Bidders must comply with the Public Works Employment Verification Act, Act 127 of 2012. All steel products supplied or used must be made in the United States. The Authority reserves the right to refuse or reject any or all bids and to waive any informality in bids received. Except as otherwise provided by law, no bidder may withdraw their bid for sixty days after the bid due date, unless certain conditions delay the award, in which case the bid shall remain open and irrevocable for one hundred twenty days after the bid due date.
